About Us
The Woman’s Opportunity Rehabilitation Center (WORC) stands as a pioneering institution offering gender-responsive alternatives to incarceration and reentry programs, dedicated to supporting justice-involved women on their journey towards self-sufficiency, empowerment, and active contribution to society. WORC has expanded its agency to provide comprehensive services to “at risk” and detention involved youth. We strive to encourage and inspire youth to live a prosocial life.
Our Vision
Founded in 2011, the Woman’s Opportunity Rehabilitation Center Inc. (WORC) equips justice-impacted women—most of whom are mothers—and at-risk youth (ages 16–24) with the tools and support to thrive. Through workforce development, holistic social supports, and strategic partnerships, WORC supports participants in building sustainable careers, strengthening their families, and achieving long-term economic mobility. Our goal is to help individuals move beyond systems of dependency and into roles as qualified wage earners, entrepreneurs, and community leaders.
Our Core Values
The WORC organization is founded on core values that guide actions and decisions. These values represent the fundamental beliefs and principles that drive the mission to support individuals transitioning from incarceration back into the community.
-
Community & Collaboration
Recognizing the importance of building relationships and fostering a sense of belonging for individuals and organizations working towards successful reentry, promoting teamwork and partnerships.
-
Economic Well-being
Advocating for a person’s ability to meet basic needs, maintain financial stability, and enjoy a standard of living that supports health and security with the improvement of one’s quality of life over time.
-
Equity & Social Justice
Committed to fairness and equality, actively working to address systemic inequalities within the criminal justice system, and ensuring equitable access to resources and opportunities for everyone.
-
Empowerment
Supporting individuals in taking responsibility for their actions and decisions, encouraging their strengths, and providing the tools and resources they need to achieve self-sufficiency and reach their full potential.
Our Results
Evaluating results goes beyond simply tracking recidivism rates. It involves gathering and analyzing data across various dimensions of a participant's life to demonstrate a holistic and positive impact on their journey towards successful community reintegration.

Diane Gaines
Chief Executive Director
The Woman’s Opportunity Rehabilitation Center
I grew up in Jamaica, Queens, a tough part of New York City. My interest in criminal justice began when my 18-year-old cousin was arrested. As I watched him navigate the system, I also witnessed the toll it took on our entire family. I saw firsthand the injustices within the criminal justice system, particularly for young Black men. I learned quickly that there was no true “plea bargain” and became determined to help individuals entangled in the justice system. . . .
